"ACLU says banning controversial bus ad would violate First Amendment" - Daily Tar Heel

There is a basic principle at stake here - as a society we have set our "all" on a core American principle: More debate is better than less; more speech is better than less. The Council would be doing the right thing in encouraging advertising from any source on any issues with only minimal requirements relating to disclosure.
