The primary responsibility of the OWASA Board is to insure that we have SAFE and AVAILABLE water. They have shirked that responsibility repeatedly and all members should resign. An outside firm should be selected for interim board management, and a new board chosen meeting exactly qualification standards.

I had previously thought this was a great way to proceed, but the more I think about the ostracism that is likely to occur, the more I think not. It really needs to be integrated into larger projects so that these homes are not a ghetto, but rather part of the community's diversity.
