There is an old story of selling books in Georgetown - Washington, D.C. It goes something like this. A piece of paper was inserted at random in copies of a hot new book in one bookstore. Yes. My response to POGUE is that we have a zero tolerance policy when it comes ot drunken driving, and yet we know people will drink and drive. In fact, we even let us have one drink and still drive. That's because we believe that this is still safe. No one has demonstrated that it is safe to do anything else while behind the wheel of a vehicle and there is absolutely no reason not to continue to ban as much as possible and apply sanctions that hurt a lot, up to but not including the hurt of someone injured as the result of distracted driving.

There is a basic principle at stake here - as a society we have set our "all" on a core American principle: More debate is better than less; more speech is better than less. The Council would be doing the right thing in encouraging advertising from any source on any issues with only minimal requirements relating to disclosure.
