Chapel Hill To Appeal On Towing, Cell Phone Rules —

As much as I support the cellphone ban, the Chapel Hill Town Council has done all the wrong things to make that - less use of cellphones and other devices while driving - happen. It is solidly in the bad judgment category and maybe worse.
